Ontario PNP offers a direct route to Canadian permanent residence for skilled workers, tradespeople, and physicians in the UK. What is Ontario PNP?

The Ontario Immigrant Nominee Program (OINP) is a provincial immigration program that lets Ontario nominate skilled workers, tradespeople, and physicians for Canada PR. It's designed to address labour shortages by selecting candidates who meet Ontario's economic needs.

OINP nominations are now processed through the Ontario Workforce Priority Stream (OWPS), which replaced all previous streams and assesses candidates using a transparent points system.

Ontario PNP Pathways (OWPS)

Ontario PNP offers three pathways to permanent residence, one for high-skilled occupations, one for general occupations, and one for self-employed physicians, all run through the Ontario Workforce Priority Stream (OWPS). Your eligibility depends on your occupation's TEER classification, your job offer, and your language test score (CLB).
 

TEER 0-3 Pathway for High-Skilled Occupations

Skilled workers with a full-time, permanent job offer from an eligible Ontario employer in a TEER 0, 1, 2, or 3 occupations can qualify here. You'll need CLB 6 or CLB 5 language proficiency (depending on your occupation), or recent Ontario graduate status, plus either a licensed profession or a qualifying post-secondary credential and relevant work experience.
 

TEER 4-5 Pathway for General Occupations

Candidates with a full-time, permanent job offer paying at least the occupation's median wage, based on federal Job Bank data, can apply through this route. You'll need at least nine months of cumulative work experience with the same employer within the past two years, a secondary school diploma or equivalent, and CLB 4 in English or French.
 

Self-Employed Physicians Pathway

Physicians licensed and in good standing in Ontario, and eligible to bill through the Ontario Health Insurance Plan (OHIP), qualify through this pathway.
 

Who is eligible for Ontario PNP?

To qualify for Ontario PNP, you need a full-time, permanent job offer from an eligible Ontario employer, or a license to practice as a physician billing through OHIP. Each OWPS pathway has different requirements for wage, work experience, and language proficiency.
 

• A valid job offer from an eligible Ontario employer, except under the Self-Employed Physicians pathway
• Minimum CLB language proficiency for your occupation
• A post-secondary credential of at least one year, or a license in a regulated profession
• An active Expression of Interest (EOI) in Ontario's system
• A strong score under Ontario's 130-point OWPS scoring system

Ontario PNP Points System

Ontario uses a 130-point scoring system across twelve factors to rank candidates applying through the Ontario Workforce Priority Stream (OWPS). Candidates with the highest scores are prioritized for invitations to apply for provincial nomination.

Work Region: Candidates working in Northern Ontario earn the maximum 15 points. Those working in Toronto earn 0.
 

Occupation Skill Level (NOC TEER): Management roles and university-level occupations (TEER 0-1) earn 9 points, the maximum for this factor.
 

Compensation: Candidates earning $40 an hour or more receive the maximum 15 points.
 

Occupational Category: Health occupations earn the maximum 10 points for this factor.
 

 

Ontario Work Experience: Ontario work experience is scored based on where that experience took place. If your experience is in the same role as your job offer, it earns more points than general Ontario work experience in a different role.

Candidates with work experience in their job offer position earn up to 18 points:
 

Candidates with other Ontario work experience earn up to 12 points:

Canadian Income Tax History: Candidates with a highest annual income of $70,000 or more earn the maximum 8 points, based on a CRA Notice of Assessment.
 

Level of Education: A doctorate, or a degree in medicine, dentistry, veterinary medicine, or optometry, earns the maximum 10 points.
 

Canadian Educational Credentials: Two or more eligible Canadian post-secondary credentials earn the maximum 10 points. A credential counts only if it is from an eligible Canadian institution and a program of at least one year full-time.
 

Highest Official Language Proficiency: A minimum CLB of 9 across all four abilities earns the maximum 15 points.
 

Official Language Bilingualism: Candidates proficient in both English and French at minimum CLB 6 earn the maximum 10 points.
 

Temporary Resident Status: A valid work permit earns the maximum 10 points.
 

Self-Employed Physicians (Alternate Scoring): Physician candidates skip the hourly wage factor. Ontario work experience is scored by cumulative medical practice instead.
 

 

Ontario PNP Document Checklist

Ontario PNP requires supporting documents once you're invited to apply, covering your identity, education, language ability, and work history. Preparing these in advance, especially your ECA report and language test results, helps you apply quickly once your invitation arrives.

• Status documents in Canada, such as a work or study permit
• Education documents or an ECA report
• Language test results (IELTS, CELPIP, PTE Core, TEF, or TCF)
• Licence or authorization, if required for your occupation
• Work history documents and proof of compensation
• Resumé
• Proof of ties to Ontario
• Supporting documents for your claimed scoring factors

Self-employed physicians must also provide their CPSO Certificate of Registration and OHIP billing number registration.

How to Apply for Ontario PNP from the UK?

To apply for Ontario PNP from the UK, you need to check your eligibility, submit an Expression of Interest, and secure a provincial nomination before applying to IRCC for permanent residence.

Step 1: Check Your Eligibility

Confirm you qualify under the TEER 0-3, TEER 4-5, or Self-Employed Physicians pathway, based on your job offer, education, language ability, and work experience.

Step 2: Submit an Expression of Interest (EOI)

Create a profile in the OINP's online system. For job offer pathways, your employer must initiate this step through the Employer Portal.

Step 3: Wait for an Invitation to Apply

The OINP selects top-scoring candidates and invites them to apply for provincial nomination.

Step 4: Submit Your Application for Nomination

Provide your job offer, education, language test results, and supporting documents to the OINP.

Step 5: Receive Your Provincial Nomination

Once approved, you become an Ontario PNP nominee.

Step 6: Apply to IRCC for Permanent Residence

Submit your nomination to the federal government and complete medical, security, and background checks.

Ontario PNP Fees

Ontario PNP job offer applicants pay CAD $1,500 for jobs outside the Greater Toronto Area, or CAD $2,000 within the GTA. Self-employed physicians pay the same rates, based on the location of their Ontario medical practice. There's no cost to register your interest - the fee only applies once you're invited to apply.
