The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is a Canadian immigration pathway designed to attract skilled workers, international graduates, and entrepreneurs to settle permanently in the province.

The NLPNP allows the province to nominate individuals for Canadian permanent residence who meet its labor market needs. UK citizens can apply under several categories depending on their qualifications, work experience, and job offers.

Stream

Eligibility Requirements

1. Express Entry Skilled Worker

• Must be in the IRCC Express Entry pool.

• Full-time job offer from a Newfoundland and Labrador employer.

• Score 67+ points on the NLPNP assessment grid.

• Provide valid language test results (IELTS, CELPIP, or TEF).

• Submit an Educational Credential Assessment (ECA) if education was completed outside Canada.

2. Skilled Worker

• Full-time job offer from a local employer.

• Valid work permit or eligibility to apply for one.

• Relevant qualifications and work experience.

• Intention to permanently settle in the province.

• Must not own more than 10% of the business if employed in it.

3. International Graduate

• Graduated from a Canadian public institution.

• Hold a valid Post-Graduate Work Permit (PGWP).

• Job offer related to field of study.

• Completed at least half of studies in Canada.

4. International Entrepreneur

• Age 21–59.

• Recognized business plan.• Minimum net worth: CAD 600,000.

• Minimum investment: CAD 200,000 for 33.3% ownership OR CAD 1M equity.

• Business must create local jobs.

• Meet educational and language (CLB 5) requirements.

5. International Graduate Entrepreneur

• Graduate of Memorial University or College of the North Atlantic.• Started or purchased a local business.• Operated the business for at least one year.

6. Priority Skills NL (New Stream)

• Targets high-demand sectors: Technology, Healthcare, Aquaculture, Agriculture.

• Master’s or PhD from Memorial University (within last 3 years) in specific fields.

• Minimum 1 year of relevant high-skilled experience in the last 10 years.

• Language proficiency: CLB 5+.

• Age 21+.

• Submit Expression of Interest (EOI) and score at least 60 points to be invited.

General Eligibility Requirements of Newfoundland and Labrador PNP

Applicable across most streams:

  • Intention to reside and work in Newfoundland and Labrador.
  • Education: Minimum post-secondary credential (Canadian or verified foreign credential).
  • Work Experience: Typically at least one year in a skilled occupation (NOC TEER 0–3).
  • Language Proficiency: CLB 5+ (some streams may need higher).
  • Age: Usually 21–59; scoring systems may favor ages 22–33.
  • Settlement Funds: Proof of funds as per IRCC requirements.
  • Additional documentation such as police certificates and certified translations must be provided.

How to Apply for Newfoundland and Labrador PNP

  1. Determine your eligible stream based on your profile.
  2. Submit an Expression of Interest (EOI) for relevant streams.
  3. Receive Invitation to Apply (ITA) from NLPNP, if selected.
  4. Submit complete NLPNP application within the given time frame.
  5. Receive provincial nomination if your application is successful.
  6. Apply for Permanent Residence via IRCC (Express Entry or non-EE), including nomination and supporting documents.

Newfoundland and Labrador PNP Draws

NLPNP has shifted to an Expression of Interest (EOI) model since February 19, 2025 candidates must submit EOIs, and the province issues Invitations to Apply (ITAs) in rounds based on labour-market needs.

Latest draw (July 29, 2025): 150 ITAs issued in total 100 under NLPNP and 50 under AIP (Atlantic Immigration Program).

Processing Time & Validity of NLPNP

  • Enhanced (Express Entry) streams take about 6 months for provincial nomination, then federal PR processing.
  • Base (non-Express Entry) streams take about 12 to 18 months for provincial nomination.
  • Applicants have 60 days to submit a full application after receiving an ITA.
  • Nomination certificates must be used within their validity period to apply for PR.
  • Expired nominations may require a new profile or re-submission.
